Position Summary:
The Civil Site Development Estimator is responsible for preparing accurate, competitive, and comprehensive cost estimates for commercial civil site development projects. This position plays a critical role in helping Foshee Construction secure new work by producing detailed estimates for earthwork, grading, paving, underground utilities, and other site development scopes.

The ideal candidate has extensive estimating experience, strong analytical abilities, and enjoys collaborating with project managers, field operations, subcontractors, suppliers, and clients to deliver successful projects.

Who You Are:
  • You have 5+ years of estimating experience in commercial civil site development.
  • You have extensive experience estimating underground utility work, including water, sewer, and storm drainage systems.
  • You are detail-oriented and thrive on producing accurate, competitive estimates.
  • You are an analytical problem solver who enjoys evaluating plans, specifications, and project risks.
  • You communicate effectively and collaborate well with project teams, vendors, and clients.
  • You take ownership of your work and consistently meet deadlines in a fast-paced environment.
  • You value safety, professionalism, and delivering exceptional results.

What You'll Do Each Day:
  • Prepare detailed cost estimates for commercial civil site development projects.
  • Perform accurate quantity takeoffs from plans, specifications, and bid documents.
  • Estimate costs for:
    • Earthwork.
    • Grading.
    • Underground utilities (water, sewer, storm).
    • Paving.
    • Concrete.
    • Erosion control.
    • Site improvements.
  • Review drawings and specifications to identify scope, constructability concerns, and project risks.
  • Solicit, evaluate, and negotiate pricing with subcontractors and suppliers.
  • Develop scopes of work, budgets, and bid packages.
  • Maintain current labor, equipment, and material pricing.
  • Attend pre-bid meetings and occasional site visits.
  • Coordinate project turnover with project management after project award.
  • Maintain estimating databases and historical cost information.
  • Track bid results and identify opportunities to improve estimating accuracy and competitiveness.
  • Support budgeting, conceptual estimating, and value engineering efforts when needed.

Qualifications:
Required:
  • Minimum 5 years of estimating experience in civil site development.
  • Proven experience estimating underground utility and site development projects.
  • Strong understanding of commercial civil construction means and methods.
  • Ability to read and interpret civil plans, specifications, and contract documents.
  • Experience preparing quantity takeoffs.
  • Proficiency with:
    • HCSS HeavyBid.
    • AGTEK.
    • Bluebeam.
    • Microsoft Excel.
    • Microsoft Office Suite.
  • Strong organizational and time-management skills.
  • Ability to manage multiple bids simultaneously.
  • Excellent written and verbal communication skills.
Preferred:
  • Experience working with commercial developers and general contractors.
  • Knowledge of Central Florida subcontractors, suppliers, and regional pricing.
  • Degree in Construction Management, Civil Engineering, or related field.
  • Field experience in site development or underground utility construction.
